Inflammable and flammable mean the same: easily set on fire. The in- here is not the negative prefix but an intensifier (as in inflame). Because people wrongly read inflammable as 'not flammable', safety labels now prefer flammable; the true opposite is non-flammable. One-word-substitution papers still ask for inflammable.
