A percentage of + plural noun takes a plural verb ('A large percentage of students are absent'), and with an uncountable noun a singular verb ('A large percentage of the money is wasted'); per cent (British, two words) or percent (American); use per cent with a number ('90 per cent') and percentage without a number ('a high percentage').
