A rule is any instruction about what may or may not be done. A regulation is an official rule made under the authority of a law: 'safety regulations'. To regulate is to control by rules; a regulator is the body that does so (SEBI for the stock market, RBI for banks, TRAI for telecom). Deregulate means to remove the rules.
