To add means to put one thing with another. The thing added is the object and to names where it goes.

In reporting, add means to say something more. It is followed by a that-clause and often by a direct speech.

Add up means to calculate a total, add up to is the total reached, and add to means to increase something.

Add does not take an indirect object like 'me'; and in reported speech the tense moves back to would.

✓ The bill adds up to Rs 500.
Add up to is used for the final total, without 'is adding' here.
